Description
The City of League City is soliciting qualifications from a professional engineering firm to assess the condition of its roadway network, including approximately 292 centerline miles of City-maintained roadways and specified Texas Department of Transportation roadways. The work includes roadway inventory and segmentation, field collection of pavement imagery and condition data, roughness and rutting measurements, Pavement Condition Index calculations in accordance with ASTM D6433, quality assurance and quality control, pavement deterioration modeling, needs analysis, treatment strategies, and multi-year funding scenarios. The selected firm will prepare a Roadway Management Plan and deliver raw and processed data in Microsoft Excel and ArcGIS geodatabase formats, linked roadway video, GIS layers, interactive dashboards, training, data transfer, and a pavement management system with perpetual dashboard access and one year of software support after final acceptance. Deliverables include a final report signed and sealed by a Texas-licensed professional engineer and an external hard drive containing 1080p MPEG-4 video files or an equivalent format. The agreement is expected to run for one year, with project work anticipated to take approximately 10–12 months from notice to proceed. Responses are limited to 25 pages, excluding specified materials, and must address experience, approach, schedule, references, and required forms.
