Description
The City of DeBary is soliciting sealed proposals from qualified contractors to renovate and improve an existing splash pad in accordance with construction plans and specifications. The work includes removing and replacing City-furnished splash-pad water fixtures; replacing an outdoor shower; removing the existing pump system and installing new pumps, filters, controllers, chemical-treatment equipment, and feature-activation components; preparing and resurfacing approximately 2,206 square feet of splash-pad surface with decorative nonslip coatings; and replacing six City-furnished benches. The contractor must provide labor, materials, equipment, incidental services, testing, traffic control, applicable permitting, demolition, installation, coordination with the equipment supplier, and all other work necessary for a complete and operational project. Addendum No. 1 confirms revised low-flow fixture specifications, pump and filter models, chemical-controller requirements, fixture anchoring, and other technical requirements. A Florida-licensed commercial pool/spa subcontractor may perform pump, filter, and circulation work under the prime contractor's license, but the prime contractor remains responsible for the complete project and must coordinate equipment commissioning, programming, chemical balancing, and training. The proposal package must include the completed acknowledgment and price-sheet forms, certifications and affidavits, major-subcontractor information where applicable, experience and financial-status evidence, conflict-of-interest and stakeholder disclosures, insurance and business-registration documentation, and any issued addenda. Addendum No. 1 states that a bid bond is not required, while performance and payment bonds are required from the awarded contractor before construction, with the City and Volusia County named on the bonds. The contractor must perform as the prime contractor; assignment of the contract is prohibited.
