Description
The Town of Manchester Water and Sewer Department is seeking a qualified contractor to rehabilitate and recoat one sludge tank at the Hockanum River Water Pollution Control Facility. The work includes pressure washing and other surface preparation, inspection with a written report and photographs, concrete repairs as needed, application of a high-performance coating suitable for wastewater/sludge immersion service, wet- and dry-film thickness measurements, holiday detection testing, correction of deficiencies, cleanup, and demobilization. The tank measures approximately 27 feet by 12 feet 4 inches by 24 feet 4 inches. The project is a public works project subject to Connecticut prevailing-wage requirements. The contractor must provide all labor, materials, equipment, supervision, safety measures, and incidentals; proposed coating systems require Town approval before application. Work is required to start November 2, 2026, and be completed by February 28, 2027. The solicitation evaluates experience with wastewater-tank rehabilitation or similar projects and price, each weighted at 50 percent. A bid bond or cashier's check equal to 5 percent of the base bid is required, with a scanned copy uploaded electronically and the original mailed by the response deadline. Performance and labor-and-materials bonds equal to 100 percent of the contract price are required after award or before work begins.
