Description
The Roanoke Valley Resource Authority seeks a contractor to establish and operate an alternative waste recycling program for batteries, electronics, and plastics. The contractor must furnish, place, maintain, and service collection containers; provide labor, transportation, permits, equipment, and downstream processing; and assume responsibility for lawful handling, recycling, disposal, spill response, housekeeping, and regulatory compliance. Batteries must be managed under applicable Department of Transportation and Universal Waste requirements, electronics must be processed through R2- or e-Stewards-certified facilities or an equivalent auditable chain, and plastics must be directed to legitimate recycling markets. The contractor will provide on-call collection and container exchanges within 72 business hours of notification, monthly revenue remittances and reconciliations, weight tickets, downstream documentation, recycling certificates, and data-destruction certificates where applicable. Proposals must include the completed Revenue Proposal Sheet, operational plan, regulatory and certification documentation, qualifications and experience, at least three verifiable references, a sample monthly report, proof of insurability, the authorized representative signature, the Proposal Submission Checklist, and the Addendum Acknowledgment Form. The contract term is one year from execution, with up to four additional one-year renewals by mutual agreement.
