Description
The West Virginia Department of Environmental Protection, Office of Oil and Gas, is soliciting bids for a single-well construction and reclamation project at the Farmer #1 orphaned, abandoned oil and gas well, API No. 47-045-00004. The scope includes obtaining all required permits and authorizations, mobilizing equipment and personnel, preparing site access, permanently plugging the well, installing a monument, managing waste, and reclaiming the wellsite and access road, including erosion controls, drainage, reseeding, and revegetation. The project is federally funded and subject to Davis-Bacon prevailing wage requirements, Buy America requirements where applicable, environmental and historic-preservation conditions, safety requirements, methane-emissions verification, and a six-month warranty period. A valid bid bond equal to 5% of the total bid is required with submission; performance and labor/material payment bonds equal to 100% of the contract value, insurance, a contractor's license, and other post-award or requested documentation are also specified. Bids must be submitted electronically through the wvOASIS Vendor Self Service portal, and attendance at the mandatory on-site pre-bid meeting is required.
