Description
Portland Water District is seeking a progressive design-build-operate team for a regional biosolids facility intended to process biosolids from the District and participating Maine utilities. The contemplated facility includes cake receiving and odor control, thermal hydrolysis, anaerobic digestion, dewatering, thermal drying, dried-solids truck loading, dust control, permitting, commissioning, acceptance testing, and long-term operations and maintenance. The facility is expected to process approximately 85 wet tons per day, including contributions from peer utilities, and may include PFAS treatment in landfill leachate and future thermal-destruction flexibility. The procurement covers Phase 1A and Phase 1B preconstruction services, including site selection, field investigations, alternatives analysis, basis-of-design development, approximately 30% and 60% design, cost estimating, permitting, public outreach, construction sequencing, subcontracting and self-performance planning, and GMP development. Phase 2 would include final design, equipment and subcontractor procurement, construction, startup, commissioning, performance testing, acceptance testing, and operator training. Phase 3 would provide operations and maintenance for up to a 10-year base operations period, with the project objectives indicating participation for a maximum of 15 years. The estimated capital cost is $140 million, and Phase 1A services may not exceed $1.5 million. Responses must include a transmittal letter and executive summary, minimum-qualification and financial information, team organization, key-personnel qualifications and resumes, at least three and up to five recent similar-project references, technical and management qualifications, schedule and sequencing information, safety records, pricing information, draft agreement comments, and supporting company documentation. The RFQ requires separate PDF submissions for Appendix A and Appendix D, searchable PDF formatting, a maximum 50-page single-sided body, and a separate sealed PDF for pricing information.
