Description
The City of Toledo is seeking a team of environmental consulting firms to support its U.S. EPA Brownfield Community Wide Assessment Grant. The scope includes annual Quality Assurance Project Plans, field sampling and analysis plans, site health and safety plans, Phase I and Phase II Environmental Site Assessments, asbestos surveys, risk assessments, and remedial action plans. Work must comply with applicable federal, Ohio, and underground-storage-tank regulatory standards, including All Appropriate Inquiries and Ohio EPA Voluntary Action Program requirements. The City expects selected consultants to evaluate contamination, assess risks to human health and the environment, develop cost-effective cleanup strategies, and prepare plans that support future property development. Proposals must address organizational qualifications, similar project experience, local and regulatory familiarity, workload, project understanding, staffing and schedule, fees, DBE participation, and other distinguishing qualifications. The contract is expected to continue for up to four years, with work ordered and supplemented based on the City's needs.
