Description
The New York State Office of Parks, Recreation and Historic Preservation is seeking a contractor to install three groundwater monitoring wells at Watkins Glen State Park in support of a multi-year United States Geological Survey monitoring program. The scope includes qualified drilling personnel, drilling rigs and specialized equipment, well casing and screens, filter packs, seals, protective casings, locking caps, concrete pads, well development, soil sampling, borehole and groundwater documentation, equipment decontamination, waste management, and restoration of disturbed areas. The wells will use dual-completion designs for overburden and bedrock zones, with estimated depths ranging from approximately 35 to 70 feet depending on final placement. USGS personnel will install the water-level and water-quality monitoring instruments after the wells are completed. The contractor must coordinate site access and final well locations with USGS and state parks personnel, obtain required permits, implement erosion and sediment controls, protect park visitors and sensitive habitats, and use equipment suitable for limited-access areas. The solicitation identifies New York State Department of Environmental Conservation registration in the Water Well Contractor Program as a minimum qualification if required by law, and requires prevailing-wage compliance and applicable contractor registration for public work. Quotes must be submitted on the provided RFQ document; additional certifications are required when the quote is $15,000 or more. Award will be based on the lowest quote from a responsive, responsible, and qualified bidder.
