Description
The New York State Office of Mental Health is issuing a Request for Proposals for capital and program development grants to acquire property, construct new facilities, rehabilitate existing buildings, establish new psychiatric residential treatment facilities (RTFs), or expand existing RTF bed capacity for children and adolescents. Proposed programs must provide comprehensive, trauma-informed, evidence-based psychiatric, behavioral health, medical, educational, family, and residential services, including 24-hour staffing and coordination with approved special education programs. New and expanded facilities must comply with applicable licensing, accreditation, Medicaid enrollment, physical plant, staffing, and program requirements. Up to $20 million in capital funding is available, with awards based on actual capital costs and generally capped at $10 million for new RTFs and $5 million for expansions; one-time program development funding is also available, with startup funding based on $10,197 per bed. Projects must be located in eligible counties within the Central, Hudson River, New York City, or Long Island regions, with Hudson River and New York City prioritized. Applications must be submitted through the Statewide Financial System, and eligible not-for-profit applicants must be registered and prequalified before submission.
