Description
The State of Colorado Department of Military and Veterans Affairs seeks one experienced Design-Build Entity to deliver a complete solution for lead-dust remediation at a former indoor firing range. The scope includes field investigation and assessment; design; lead-hazard controls; cleaning and removal or disposal of contaminated HVAC equipment and ductwork, ceiling systems, carpet, cove base, and other identified components; associated restoration or replacement; final testing and verification; and closeout. The team must provide project management, architectural and engineering services, industrial hygiene expertise, construction, coordination, labor, materials, equipment, and documentation. The industrial hygiene consultant must be a Certified Industrial Hygienist and/or Certified Safety Professional qualified in lead-hazard recognition and control. The procurement has two steps: prequalification submittals, followed by oral interviews and sealed fee proposals for shortlisted firms. Minimum qualifications include at least two similar projects exceeding $1 million each and a surety letter confirming bonding capacity up to $2 million. A bid bond or proposal guaranty of at least 5% of the bid is required. Colorado resident bidders and Colorado labor receive preference; at least 80% of the work must be performed by Colorado labor. The estimated project cost is $1.8 million.
