Description
The City of Biddeford is soliciting bids from qualified remediation contractors for environmental remediation of approximately 5,500 square feet of first-floor space at its Public Access facility. Documented conditions include significant rodent activity, mouse droppings, and persistent odor. The work includes containment and worker-safety measures; removal of affected ceiling tiles, drywall, insulation, carpeting, and other porous materials; detailed cleaning and decontamination; antimicrobial treatment; negative-air and HEPA filtration; protection, relocation, cleaning, or disposal of affected contents; contaminated-waste removal and disposal; and evaluation of asbestos or other suspect regulated materials before disturbance. Each bid must include a written remediation plan, itemized building-wide and area-by-area pricing, contractor qualifications and relevant experience, personnel qualifications and licenses, comparable-project references, proposed subcontractors, proof of insurance, and a project schedule. The plan must address proposed methods, containment, air management, PPE, contents handling, waste disposal, testing, project duration, and post-remediation verification. The selected contractor must provide closeout documentation describing the work performed, materials removed, areas treated, waste disposal, testing and results, remaining environmental concerns, and recommended verification or clearance procedures. The attached solicitation is expressly marked as a draft and states that final bid forms, bid security, and approval requirements remain subject to confirmation before issuance.
