Bryan County is requesting statements of qualifications and proposals from consultants to provide grant writing, administration, and related services for FY2027 and FY2028 Community Development Block Grant (CDBG) programs and HUD HOME Investment Partnership Community Housing Improvement Programs (HOME/CHIP). Potential work includes new housing construction, housing reconstruction or rehabilitation, and a wastewater line extension. The county may select multidisciplinary firms or separate firms for housing and wastewater activities. Services may include preparing grant applications and environmental review records; preparing draw and disbursement requests; financial administration and record keeping; public-hearing assistance; acquisition support under the Uniform Relocation Assistance and Real Property Acquisition Act; bid-document, advertising, and bid-opening assistance; Davis-Bacon compliance support, including payroll review and employee interviews; Affirmatively Furthering Fair Housing compliance; and close-out documentation. Respondents must provide firm history and resources, relevant HOME and other Georgia Department of Community Affairs grant experience, capacity, workload, proposed services, similar-project experience and references, fees, a Statement of Qualifications Form, and applicable Section 3 certification forms if claiming Section 3 status. Sealed proposals are required; electronic proposals will not be accepted.
