The City of New York Department of Citywide Administrative Services seeks qualified consultants under three service options: (1) job analysis, test development, post-test analysis, scoring, rescoring, and study-guide development; (2) in-person computer-based administration of multiple-choice civil service examinations; and (3) online computer-based examination administration with online proctoring. The City anticipates awarding up to six contracts across the service options. Service Option 1 includes job analyses, examination content and answer-key development, validity and adverse-impact analyses, scoring, appeals support, and study guides for multiple civil service job categories. Service Options 2 and 3 require secure testing environments, technical infrastructure, trained proctors or monitors, candidate identity verification, reporting, data handling, and examination security. Proposers must demonstrate at least five years of relevant successful experience, membership in a specified professional association, knowledge of applicable testing standards and civil service requirements, and the organizational capability to perform the proposed service option. The anticipated total available funding is $3 million over three years, with potential renewal for an additional three-year term.
