CITY OF ST. CLOUD INVITATION TO BID (ITB) NO. 2026-122 Mulching and Disposal Services for Vegetative Waste (Rebid) Qualified, interested parties are invited to submit a bid. Description
The City of St. Cloud is seeking a qualified, licensed, and insured contractor to provide comprehensive vegetative waste mulching and disposal services for its Solid Waste Division. The contractor must furnish supervision, labor, equipment, machinery, tools, transportation, fuel, and related materials; process approximately 200 to 600 tons of vegetative waste per week; debag and source-separate contamination; grind and screen material into uniform mulch; control dust; and remove 100% of finished mulch and vegetative debris from the City's approximately three-acre site for lawful reuse or disposal. Accepted materials include yard debris, grass clippings, brush, limbs, tree trimmings, palm fronds, logs, and stumps. The work site is open Monday through Saturday from 7:00 a.m. to 3:30 p.m., and the contractor must mobilize within 15 calendar days after receiving a Notice to Proceed or purchase order. Estimated annual tonnage for both grinding and transportation/disposal is 20,000 tons, with no guaranteed minimum or maximum quantity. The solicitation requires electronic submission through the OpenGov portal and includes extensive proposal forms, certifications, references, proof of Florida business registration, a current W-9, and proof of insurance. Bidders must demonstrate at least three recent consecutive years of similar commercial-account experience and provide at least three comparable project references. The resulting agreement is for three years, with two additional one-year extensions available by mutual agreement. The draft agreement limits compensation to $150,000 per contract year and $450,000 including authorized renewals. Insurance certificates are required before performance, including general liability, workers' compensation, and applicable automobile, excess, and other coverage specified by the City.
