Description

The Department of Health and Human Services, through the Administration for Children and Families, Office of Refugee Resettlement, and Unaccompanied Alien Children Bureau, seeks one contractor to operate state-licensed and nationally accredited—or accreditation-pending—Secure Care and Heightened Supervision Facility programs within the contiguous United States. The requirement supports children ages 13 through 17 and includes up to 150 Secure Care beds and 100 HSF beds, with a minimum initial capacity of 30 beds at each level. Initial awarded capacity must be available within 120 calendar days after award, and programs must operate continuously and accept admissions within 48 hours of referral. The contractor must provide facilities, cleared and trained multilingual personnel, transportation, supervision, and comprehensive trauma-informed residential services, including healthcare, behavioral and mental health services, education, case management, counseling, recreation, nutrition, religious and cultural access, legal-services access, discharge planning, and support for transfers and safe release. Proposals must address technical approach, corporate experience, management and staffing, recent and relevant past performance, pricing, proposed facilities and places of performance, state and local authorization or licensure, subcontractor or partner responsibilities, and required transition-in and capacity plans.
