Description
The City of Galveston is seeking proposals for specific and aggregate stop-loss insurance effective January 1, 2027. Vendors must quote individual stop-loss deductible options of $200,000, $225,000, and $250,000; provide aggregate stop-loss coverage with a 125% corridor; and offer contract terms of paid or 24/12. Medical and pharmacy coverage must be included, with options for unlimited or $1,000,000 aggregate maximum annual payments. The pricing worksheets identify an employee population of approximately 842 and require composite and annual pricing for the requested coverage options. The proposal must include completed pricing worksheets, proposal specifications and deviations, a medical administration questionnaire, a stop-loss request-for-information questionnaire, an executive summary, a standard proposal, references, responses to the proposer questionnaire, and the required city appendices and certifications. Vendors must address claims administration, reporting, implementation and open enrollment support, plan-document mirroring, renewal terms, no-new-lasers provisions, HIPAA and electronic data interchange compliance, termination provisions, and any third-party organizations involved. The City requires use of its provided templates and reserves the right to award one or multiple agreements.
