Description
The National Institute of Health (NIH), Clinical Center, intends to negotiate on an other than full and open competition basis with LABREPCO LLC for the acquisition of four (4) Cell-IQ(tm) Series 5.8 cu.ft. CO2 Laboratory Incubator units. These units are needed to replace existing incubators that were put into service in 2011 and are being replaced as part of the department's replacement plan. The statutory authority for this sole source requirement is 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1, due to the existence of only one responsible source and no other supply or service that will satisfy agency requirements. This notice is not a request for proposal. However, all responsible sources that could provide the required incubators are invited to submit a capability statement via email to valerie.gregorio@nih.gov by 12:00 PM Eastern Standard Time on June 30, 2026. The subject line should reference NOI-OLAO-CC-26-006921. All responses received by the closing date will be considered by the Government, and the determination not to compete this requirement will be solely at the Government's discretion.
