Description
This Request for Information seeks market intelligence for a potential $188.7 million design-and-construction project involving a dual-bay KC-46 Pegasus maintenance hangar. The facility would include general-purpose, corrosion-control, fuel-cell, weapons-system maintenance, engine, avionics, and nondestructive-inspection shops, along with the equipment, materials, labor, supervision, quality control, and supplies needed to deliver a fully functional facility. The Government is evaluating a Construction Management at Risk approach under an Other Transaction Authority agreement. The anticipated structure would use a preconstruction phase in which the builder collaborates with the Designer of Record to advance the design, perform value engineering, address constructability and supply-chain risks, and develop open-book pricing, followed by a potential construction phase under a Guaranteed Maximum Price. Respondents are asked to provide information about innovative construction technologies, OTA and CM@Risk experience, specialized hangar construction capabilities, teaming and subcontractor integration, bonding capacity, compensation, risk allocation, and alternative acquisition strategies.
