Description
The State of Michigan, through the Department of Technology, Management and Budget’s State Facilities Administration Design and Construction Division, is requesting professional architectural and engineering services for improvements at the Harley Ensign Boating Access Site. The scope addresses 18 launch lanes and approximately 300 ramp planks with steep inclines and irregular surfaces; parking-lot pavement, potholes, drainage and catch-basin overflow; trailer circulation and parking capacity; oversized trailer access; inadequate lighting; shoreline erosion; and replacement or improvement of the restroom facility and entrance kiosk. The project may include soil borings, site surveys, geotechnical investigation, riprap repairs, utility and lift-station evaluation, accessibility compliance, and review by the Michigan Department of Licensing and Regulatory Affairs. Services are expected to cover Phases 100 through 700: study, program analysis, schematic design, preliminary design, final design, construction administration office services, and construction administration field services. Required deliverables include progressive 50%, 90%, and 100% design submissions, cost estimates, bidding documents, construction meetings and administration, biweekly progress-meeting support, project closeout documentation, and as-built drawings in PDF and AutoCAD formats. Proposals must include separate technical and cost components, with the technical proposal weighted 80% and the cost proposal 20%.
