Description
Jefferson County seeks a consultant to provide technical assistance and program support for its HOME, HOME-ARP, and Community Development Block Grant programs during a transition to in-house administration. Work includes transferring program records and institutional knowledge, training County staff, assessing administrative practices, establishing internal controls, and advising on housing strategy and program procedures. The scope also includes preparing Part 58 environmental review records and public notices; assisting with Consolidated Plan amendments, Annual Action Plans, and CAPERs; maintaining and reporting program activities in IDIS; reviewing HOME underwriting and subsidy layering; and advising on subrecipient monitoring, affordability tracking, Davis-Bacon requirements, and Section 3. Proposers must have at least five years of experience administering HUD HOME and CDBG programs for an entitlement community and demonstrate specified experience preparing Consolidated Plans, Annual Action Plans, and CAPERs. The initial term is one year, with up to four additional one-year extensions. Pricing must use the County’s Remuneration Schedule.
