Description
The City of Forest Grove Police Department is soliciting proposals for a comprehensive Body Worn Camera (BWC) System. This includes the provision of camera equipment, accessories, and related services. The system must also feature software for storing, managing, retrieving, redacting, and sharing captured audio and video data. A minimum five-year service agreement is required, encompassing setup, training, maintenance, and ongoing support for all system hardware and software. The Forest Grove Police Department currently employs 32 sworn officers, 1 non-sworn Code Enforcement Officer, and 5 non-sworn support staff, serving an estimated population of 27,076. Key specifications for the body-worn cameras include industry-standard size and weight, a wide-angle lens (min. 140 degrees), water-resistant and shockproof casing (min. IP67), built-in Wi-Fi, Bluetooth, and GPS capabilities. Cameras must be able to record continuously for at least 10 hours or have replaceable batteries, with pre-record and deactivation capabilities. Secure encryption, optional resolution settings (480p to 1296p or higher), 30 frames per second video in MPEG-4 format, and simultaneous photo/video capture are also required. The system must be compatible with Windows 11 or newer computers, and the vendor must provide 24/7 technical support. Unlimited cloud storage compliant with CJIS standards is required, with 24-hour access for reviewing and downloading footage. The vendor must also provide redaction capabilities and an on-site implementation and training program.
