Description
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources capable of providing research and development gas delivery and storage services. This is a Sources Sought Notice, not a solicitation for bids. The VA Portland Health Care System requires medical-grade specialty gases to support over 200 research grants and 490 active protocols. Consistency of these gases is crucial for data integrity and scientific continuity over many years. The scope of work includes performing 100% of the contract, which involves regular deliveries of various gases (including Argon, Carbon Dioxide, Helium, Nitrogen, Oxygen, and Dry Ice) and maintaining gas cylinders. The contractor must be flexible to handle specialty orders, custom gas mixes, and emergency orders with less than 24-hour delivery. Deliveries are scheduled twice weekly to ensure no disruption to research efforts. The contractor will also be responsible for replacing empty gas tanks, delivering dry ice, and filling liquid nitrogen tanks as needed. The contractor must not disrupt research laboratories during service, hook-ups, or cylinder placements. Security requirements include obtaining VA-issued PIV Badges for employees accessing secure research areas on the Portland VA campus.
