Description
The U.S. Army Corps of Engineers (USACE), Portland District, intends to award a firm-fixed-price-with-incentives Job Order under a Master Ship and Repair Agreement (MSRA) for the overhaul, maintenance, and repair of the Dredge Essayons. The work will be performed at the contractor's facility, with the government delivering the vessel. Major work items include extensive hull coatings, various system repairs and overhauls (e.g., sluice valve, jetting gate valve, sea strainer), propeller and shaft work, bow thruster maintenance, and inspections. The period of performance is expected to run from August 2026 through February 2027, including a sixty (60) day drydock period anticipated between December 2026 and February 2027. The contract will also include inspections for the American Bureau of Shipping and the U.S. Coast Guard. Prospective contractors must hold or be capable of entering into an MSRA with USACE, Portland District. Contractors outside of California, Oregon, Washington, and Hawaii will not be considered. A mandatory pre-bid site visit will be required, with details to be provided in the solicitation. Award will be made as a whole to one Offeror using sealed bidding procedures (FAR Part 14). A location differential will be applied to bids for locations exceeding 300 Nautical Miles from Portland, Oregon. The solicitation will be issued electronically only, anticipated around July 02, 2026, under Solicitation Number W9127N26BA027. Registration in SAM.gov is required to obtain solicitation documents.
