Description
The City of Ithaca is soliciting proposals for armed security services at City Hall. The contractor must provide at least one New York State licensed and certified armed security guard at all times during weekday coverage from 8:00 AM to 4:30 PM, scheduled evening meetings primarily on Tuesdays and Wednesdays from 6:00 PM to 10:00 PM, and occasional additional evenings; weekend coverage is not required. Responsibilities include staffing the entrance and security desk, monitoring cameras and alarms, operating metal detectors, conducting wand and bag searches, serving as the first point of contact for visitors and staff, patrolling the facility and grounds, applying de-escalation techniques, coordinating with police and first responders, securing meeting areas, maintaining access logs and incident reports, and submitting daily activity logs. Mandatory training includes de-escalation, workplace violence prevention, customer service, first aid, and trauma-informed practices. The proposal must include qualifications and capabilities, key personnel biographies, proof of guard certifications, three current-client references, a three-year fee proposal using Exhibit A, and a training and approach narrative including standard operating procedures. The selected contractor must provide standard operating procedures before work begins and maintain required insurance, including naming the City as an additional insured.
