Description
The Kenai Peninsula Borough is soliciting a firm-price bid for reduced-scope leachate seep repairs at Central Peninsula Landfill Cells 1 and 2. The work includes excavation and grading; stormwater ditch repairs using two-inch-minus drain rock; removal of an existing berm; placement of owner-provided sand cover material; procurement and installation of a rain and wind cover system integrated with the existing cover; installation of perforated HDPE landfill gas conveyance piping and anchors; and related labor, materials, traffic control, environmental controls, and protection of ongoing landfill operations. The landfill gas pipe purchase and installation, leachate drain trenches, and removal of leachate-stained soils are identified as out of scope in the reduced-scope description, although the attached specifications and drawings contain conflicting broader references to some of these activities. The contract is subject to Alaska Title 36 minimum wage requirements. Bids may be submitted electronically through BidExpress.com or as one complete hard-copy bid package. If the bid exceeds $100,000, a five-percent bid bond is required; performance and payment bonds are required at 100 percent of the contract amount for contracts of $100,000 or more. Certificates of insurance are required before contract execution, including $1,000,000 commercial general liability, $1,000,000 automobile liability, and workers' compensation coverage as required by law. Substantial completion is required by December 31, 2026.
