Description
The Municipality of Anchorage is seeking a qualified consultant to implement and provide ongoing maintenance for an electronic Transportation Improvement Program (e-TIP) software platform for the Anchorage Metropolitan Area Transportation Solutions. The solution will replace an Excel-based workflow and must support funding programming, fiscal-constraint analysis, amendment and version tracking, project tracking, reporting, workflow approvals, configurable alerts, public engagement, public-facing mapping, GIS integration, demographic overlays, data exports, accessibility, user roles, backups, recovery, and customer support. The platform must meet extensive cybersecurity and hosting requirements, including encryption, penetration testing, independent security assessment or certification, single sign-on, multifactor authentication, vulnerability management, tenant segregation, audit logging, role-based access control, incident response, disaster recovery, data export and destruction, privacy compliance, and authenticated APIs. Proposals must explain and demonstrate how the software meets the listed capabilities and include firm experience, at least three relevant references, software capabilities, key staff and subconsultant information, resumes, and a signed letter of transmittal. The contract is expected to remain in effect for two years from final signature, and the sample contract specifies professional liability, cyber/privacy liability, general liability, automobile liability, workers compensation, and employers liability insurance requirements.
