Description
Regional School Unit 1 seeks qualifications and fee proposals for a hazardous building materials survey of a fire-damaged former elementary school. The base scope includes inspecting accessible building areas and surrounding fire debris; identifying, sampling, and quantifying hazardous and regulated materials such as asbestos, lead, PCBs, mercury, lamps and ballasts, refrigerants, oils, chemicals, and universal wastes; and conducting laboratory analysis as needed. The consultant must document inaccessible areas and survey limitations, identify further investigation needs, and prepare a report with findings, analytical results, photographs, location documentation, recommendations, regulatory considerations, and planning-level abatement and disposal cost estimates. Responses must include firm and team qualifications, at least three comparable projects with references, the proposed approach, availability and schedule confirmation, assumptions and exceptions, a detailed lump-sum fee, unit prices for additional sampling and testing, hourly rates, daily field rates, and the consultant’s proposed professional-services agreement. Additional PCB investigation and potential future abatement or demolition-related services are outside the base scope unless separately authorized.
