Description
The Massachusetts Port Authority is soliciting electronic general bids for a 730-calendar-day, as-needed waterfront repair term contract. Work will be issued through approved Work Orders and may include installation, maintenance, and removal of spill containment booms and silt curtains; floating debris retrieval and disposal; timber pile extraction and disposal; installation of treated timber and Greenheart fender piles, bearing piles, curbs, wales, chocks, decking, and pile-cap upgrades; replacement of buoy mooring chains and hardware; reattachment of rubber fenders; concrete, reinforcing steel, grout, metal fastening, and miscellaneous repairs. The contractor must be capable of responding to emergency Work Orders within two hours and commencing ordinary Work Orders within two calendar days. The contract requires prevailing-wage compliance, OSHA 10-hour training for workers, extensive marine, environmental, safety, security, scheduling, and project-management procedures, and permits access from land and water. A 5% bid bond is required, and the successful bidder must furnish 100% performance and labor-and-materials payment bonds. Required insurance includes commercial general liability, business auto liability, workers’ compensation and employer’s liability, pollution legal liability, and applicable builder’s-risk or installation-floater coverage. The proposal must be submitted electronically through Bid Express using the Authority’s electronic proposal form; no paper bids will be accepted.
