Description
The North Dakota Department of Health and Human Services, through its Rural Health Transformation Program, seeks a full-service advertising and marketing agency for the ND Moves “Fit, Focused and Friendly” initiative. The selected vendor will develop, execute, manage, and evaluate a statewide campaign encouraging children ages 5 through 18 and their families to increase physical activity, make healthy lifestyle choices, participate in recreation, and build positive social connections, with particular attention to rural schools, tribal entities, and smaller communities. The scope includes strategic planning and audience research; campaign branding, messaging, graphic design, photography direction, video, copywriting, and digital creative; media planning, buying, placement verification, and optimization across print, social, streaming, display, search, radio, television, outdoor, school, and community channels; digital marketing; school, tribal, community, business, sports, youth ambassador, and influencer partnerships; campaign implementation; performance dashboards and reporting; and development and administration of the Governor’s Healthy Hero Awards. Deliverables include campaign strategy, creative concepts, brand standards, marketing and media plans, advertising and video assets, social and community toolkits, a performance dashboard, and a final evaluation report. The proposed budget is $750,000 to $1,000,000, inclusive of production, materials, travel, and related campaign costs; proposals exceeding $1,000,000 are nonresponsive. Work is primarily remote, with on-site visits to Bismarck and/or rural North Dakota as directed.
