Description
The City of Sacramento's Department of Utilities is soliciting an engineering firm to perform full electrical studies or five-year review studies for its facilities using the latest version of SKM Systems Analysis Power Tools for Windows (SKM PTW). Required analyses include short-circuit, load-flow, equipment evaluation, protective-device coordination, arc-flash hazard and mitigation, and protective-relaying device studies. Full studies include field data collection and creation of SKM files; for five-year reviews, the City will provide existing SKM files and data. The contractor must provide professionally reviewed, stamped, and signed studies by a California-registered electrical engineer, along with reports, single-line diagrams, arc-flash labels, recommendations, and record-set documentation. Deliverables include electronic reports and original SKM project, scenario, library, input, calculation, and output files on a USB drive or shared drive. The multiyear proposal covers fiscal years 2027 through 2031, with stated annual not-to-exceed amounts totaling up to $1,320,000, subject to annual extensions and City authorization. A minimum 5% Local Business Enterprise participation requirement applies, although the posting snapshot states that LBE requirements have been waived; the solicitation attachment contains the detailed LBE participation provisions and should be reconciled before submission.
