Description
The Housing Authority of the Cherokee Nation is soliciting bids for the rehabilitation of a single-family home located in Cherokee County. The scope of work includes carpentry, drywall and finishing, electrical, flooring, plumbing, roofing, and thermal protection. The project must be completed within 35 working days from the start of work, with liquidated damages assessed for each day of delay beyond the contract end date. Bidders must submit a fully completed Mandatory Bid Response sheet and Work Write-Up to be considered responsive and responsible. Preference will be given to bidders who are TERO certified through the Cherokee Nation Tribal Employment Rights Office, with proof of certification required. The successful bidder will be obligated to comply with Tribal rules, regulations, and TERO requirements, including a TERO fee of 0.5% of the contract award and a daily fee for non-Indian employees working on the project. The award will be made to the lowest, most responsive, and responsible bidder, subject to fund availability. The contract includes provisions for Buy American, Davis-Bacon Wage Rates, and requires adherence to HUD general conditions. The contractor must provide a one-year warranty on all work and materials, and present manufacturer warranties upon completion. Subcontractors must be approved by HACN and the TERO office. Insurance requirements include Worker's Compensation and Employer's Liability, General Liability, and Automobile Coverage, with specific limits. A drug-free and tobacco-free workplace policy must be followed.
