The U.S. Navy, through NAVSUP Weapon Systems Support, intends to add the 2770073-115 Secondary Bleed Air Regulating and Shutoff Valve (SBAR) configuration to Basic Ordering Agreement N00383-24-G-BN01. The requirement covers overhaul and upgrade of 836 existing 2770073-114 SBAR units to the 2770073-115 configuration for F/A-18C-F and EA-18G aircraft and participating Foreign Military Sales customers. The work includes replacement of the rate housing and other specified components, systems engineering, program management, configuration management, quality management, technical directives, inspection, packaging, and delivery support. The notice states that the Government intends to negotiate with Parker Hannifin Corp. as the only source under FAR 6.302-1 because the Government does not possess the data needed to perform the overhaul and upgrade. Alternate sources must obtain source approval; unapproved sources must submit the technical information required by the NAVSUP Weapon Systems Support Source Approval Information Brochure. The draft solicitation contemplates a firm-fixed-price contract and requires compliance with applicable aerospace quality, controlled unclassified information, export-control, and defense packaging requirements.
