Description
The City of Irving Capital Improvements Program Department is seeking qualification proposals from landscape architects, multidisciplinary firms, and other qualified professionals to provide design and engineering services for improvements to the 36-acre Lively Park. Planned improvements include an upgraded accessible playground, covered sport courts, replacement of the existing bridge with a wider vehicle-capable structure, replacement ball field lighting, and a sand volleyball court. The project is funded through the Community Development Block Grant program. The city anticipates awarding the solicitation on October 29, 2026, or November 16, 2026. The estimated timeframe for final drawings is August 2027, followed by construction in October or November 2027. The submittal is limited to 20 double-sided pages, excluding required City of Irving forms. The city expects the project budget to be approximately $3 million to $4 million, subject to federal grant funding. Responses must address applicable federal CDBG, environmental, conflict-of-interest, disclosure, and insurance requirements.
