Description
The Commonwealth of Kentucky is soliciting a firm-fixed-price proposal to plug and abandon two conventional oil and gas wells in Whitley County, remove aboveground wellhead equipment and associated infrastructure, secure buried flowlines, manage potentially contaminated materials and TENORM, and reclaim the wellsites and access roads. Work must comply with the Kentucky Division of Oil and Gas plugging plans, applicable environmental requirements, Davis-Bacon requirements, and specified best management practices for erosion control, drainage, stabilization, and revegetation. Sites must maintain permanent vegetative cover and effective drainage for one year before final acceptance and payment. The proposal will be evaluated on personnel experience, similar project history, committed equipment, proposed work plan, past performance with the Division of Oil and Gas or comparable programs, and total project cost. The response must include the signed solicitation face, signed latest addendum if applicable, combined technical and cost proposal, required affidavit, transmittal letter, Kentucky tax registration application, foreign-entity certificate of authority if applicable, experience and project-history information, committed equipment list, proposed work plan, past-performance information, Davis-Bacon compliance description, and subcontractor identification. A 5% bid guarantee is required; the successful contractor must furnish separate 100% performance and payment bonds.
