Description
The Massachusetts Port Authority is seeking one or more consultants to provide advisory services supporting its Net Zero program. Scope areas include greenhouse gas inventory management and forecasting; implementation tracking and program support; evaluation and recommendation of carbon-management tools; renewable energy, renewable energy certificate, and carbon offset market and procurement advisory services; decarbonization strategy; and climate communications, stakeholder engagement, and executive or board presentations. The RFP is not for the direct purchase of renewable energy certificates or carbon offsets. Consultants may respond only to the portions of the scope aligned with their expertise, and Massport may make multiple awards to specialized or full-scope teams. Services will be performed on an as-needed basis through task orders during the anticipated initial one-year engagement. The Q&A clarifies that Massport will provide overall coordination among selected consultants, existing data and detailed program information will generally be provided after project initiation, and task-specific deliverables, level of effort, and pricing will be defined as assignments arise. The initial term is expected to support Massport’s 2028 interim target and 2040 Net Zero goal.
