Description
District of Columbia Public Schools is soliciting a contractor to administer its mandatory drug and alcohol testing program for applicants, employees, contractors, and volunteers in safety-sensitive positions. The scope includes approximately 6,000 urine specimen collections and tests, 130 certified breath alcohol tests, drug testing using EMIT and GC/MS methods for THC, cocaine, opiates, amphetamines, and PCP, and verification of results by a certified Medical Review Officer. Testing must use HHS-certified laboratories, with facility and mobile/on-site collection capabilities. Additional requirements include maintaining testing databases and chain-of-custody records, producing daily and summary reports, randomizing employee rosters, training approximately 300 supervisors through about seven annual sessions, preparing litigation packages, and providing expert testimony when requested. The contract is firm-fixed-price and all-or-none, with a base period and four one-year options; award may be made to multiple bidders if necessary.
