Description
The City of Chicago Department of Family and Support Services, through its Division on Gender-Based Violence, seeks one to three nonprofit delegate agencies to implement the Help over Harm program for Chicago residents who identify as having caused harm to an intimate partner or family member. The program must be trauma-informed and survivor-centered, and must provide at least psychoeducational group sessions and individual case management for participants who are not court-mandated to complete a partner-abuse intervention program. Proposals must address participant screening and risk assessment, survivor-safety coordination, flexible and tailored curricula, outreach and referrals, peer mentorship or outreach, wraparound-service linkages, surveys and exit interviews, data analysis, recruitment and retention, and performance reporting. Applicants must submit a City-provided budget template and respond to extensive organizational, programmatic, performance, and compliance questions through the City's eProcurement system. The anticipated contract term is January 1, 2027, through December 31, 2029, with a possible one-year extension; anticipated awards are $100,000 to $300,000 annually per award, with total annual awards not to exceed $300,000. The contract operates on a reimbursement basis, with no advances.
