Description
Warren County seeks a contractor to administer its Housing Assistance Payments Program in accordance with U.S. Department of Housing and Urban Development requirements. The contractor will provide program leadership and administration, field-office staffing, housing inspections, and technical assistance. Work includes program planning and reporting, outreach and occupancy activities, rent and mobility matters, reexaminations and terminations, utility allowances, and preparation of required plans, budgets, payment requests, and closeout reports. The proposer must describe the responsibilities of the required positions or explain how the work will be performed, demonstrate relevant qualifications, and provide a list of current and previous contracts of this type. The contract is stated to run for 24 months, from January 1, 2027, through December 31, 2028, subject to funding. Proposals must include a firm fixed fee for the full contract period. The contractor must demonstrate that its office space, equipment, and operations for the program are located in Warren County. The proposal package also calls for specified certifications and disclosures, a proposal page, and the requested staffing, experience, and service descriptions.
