Description
The City of Sunnyvale is soliciting proposals from consultant firms for a Comprehensive Development User Fee Study. This study will utilize industry standards to ensure compliance with all applicable laws and statutory requirements, including California constitutional and statutory requirements (such as Proposition 26 and applicable case law). The goal is to calculate the full cost recovery for certain City development services and provide a recommended fee for each applicable service, resulting in a well-documented and justifiable cost of service plan. The selected firm will recommend cost recovery strategies and identify best practices for establishing development user fees, considering the complexities and demands of each program within development activity. The scope of work includes thorough analysis, development of fee models, and recommendations for existing and proposed new fees and revenue sources. The City established the Development Enterprise Fund in Fiscal Year 14/15 to manage development-related revenues and expenses, which currently total approximately $28.4M in FY 24/25.
