Description
The City of Palo Alto Utilities Department (CPAU) is soliciting proposals from qualified engineering firms to develop a comprehensive Water System Master Plan. The plan will evaluate the existing potable water system over a 20-year time horizon, identify deficiencies, and recommend capital improvement projects for 5, 10, and 20-year projections. The scope includes hydraulic modeling, demand projection, asset management, operational efficiency, system resiliency, and cost estimating for capital improvements. The project is divided into three phases: Phase 1 covers capital improvement planning including demand modeling, existing conditions assessment, and cost estimates; Phase 2 addresses operational efficiency, storage and water quality, system resiliency, and groundwater emergency resiliency; Phase 3 (optional) includes enhanced resiliency improvements such as emerging contaminants analysis and additional modeling. The selected firm will also update the city's WaterCAD hydraulic model and provide a final report with prioritized capital improvements.
