Description
The City of Newport is soliciting proposals from qualified development teams to purchase and redevelop four contiguous City-owned parcels at 620, 622, 626, and 628 Monmouth Street, totaling approximately 0.405 acres in downtown Newport. The selected partner will acquire the site in fee simple and negotiate a development agreement with the City. The City is seeking significant private investment and higher-density, vertically mixed-use development with active, pedestrian-oriented ground-floor uses and residential, hotel, office, hospitality, or other compatible upper-floor uses. Proposals should address the site's Central Business District zoning, historic-district and design-review requirements, environmental due diligence, parking and transportation strategy, financing, public benefits, and a schedule through stabilization. Surface parking as the principal use, drive-through facilities, adult uses, and vehicle-related or fabrication uses are not contemplated. Responses must include a cover letter, development narrative, concept design materials, financial proposal, development schedule, development-team qualifications, comparable completed projects, contingencies and acceptance of development-agreement terms, and required disclosures and certifications. The package must include the completed and signed Exhibit J Respondent Information and Certification Form, disclosure of relationships with City officials or a statement that none exists, and acknowledgment of all addenda. Three bound copies, including one signed original, plus one PDF electronic copy on a USB drive are required.
