Description
This two-step construction invitation seeks a contractor for emergency, assignment-based open-channel drainage repair projects in Pinellas County. Work orders may include re-establishing and stabilizing channel slopes and banks; removing trees, stumps, storm debris, unsuitable material, pipes, concrete, and fencing; erosion and water-pollution control; furnishing, hauling, placing, and compacting fill; open-channel grading; riprap and erosion-control matting; sodding; vegetation trimming, including bucket-truck work and certified arborist oversight; fencing; drainage and culvert work; pipe cleaning; cofferdams, bypass pumping, and dewatering; traffic control; and incidental related construction. The contract uses estimated unit-price quantities that are not guaranteed, with work issued through written work orders. The contractor must be prepared to mobilize for emergencies within 48 hours when requested, obtain applicable contractor-responsibility permits, comply with federal grant requirements including Uniform Guidance and Buy America, Build America requirements, and provide required insurance, bonds, qualifications, references, and SBE subcontracting participation. The contract documents state a 365-calendar-day performance period after notice to proceed, with work commencing within 15 consecutive calendar days of notice to proceed.
