The U.S. Navy is planning a firm-fixed-price, performance-based facility-support IDIQ contract for recurring and non-recurring maintenance and repair of aboveground storage tanks, underground storage tanks, and associated leak-detection systems. The scope also includes emergency, urgent, and routine work; an integrated maintenance program; AST/UST inspection and maintenance; and hazardous-waste disposal. Contractors must provide labor, management, supervision, tools, materials, and equipment. The procurement is expected to use a tradeoff source-selection process evaluating price, technical approach and management, corporate experience, safety, and past performance. Similar-project experience must involve recurring services valued at least $200,000 annually, comparable AST/UST facility-investment work, and simultaneous support for several customers or installations. The planned contract has a base period and four 12-month option periods, not to exceed 60 months. The procurement is full and open, and the future RFP is expected to be posted electronically around October 29, 2026.
