Description
The U.S. Department of Agriculture, through the Natural Resources Conservation Service, seeks a contractor to design, maintain, and operate a secure, web-accessible National Easement Monitoring System. The system must process multisource satellite, aerial, and other remotely sensed geospatial data; detect changes across conservation easements in all 50 states; support configurable detection thresholds and exclusion areas; identify changes such as vegetation removal, disturbance, construction, tilling, flooding, and impervious surfaces; provide confidence metrics and interpretive notes; generate automated alerts for at least 550 users; and support role-based access, layered visualization, reporting, APIs, bulk exports, and custom near-real-time imagery orders. The scope also includes monthly updated GIS basemaps covering up to 20,000 square kilometers, integration with existing USDA imagery resources, system configuration, training and documentation, customer support, office-hours collaboration calls, boundary updates, and a dedicated customer-success representative. The system must meet specified accessibility, privacy, data-protection, IPv4/IPv6, and information-technology compliance requirements. The contract is firm fixed price with a 12-month base period and four 12-month option periods.
