Description
The Department of the Navy, through Naval Sea Systems Command and PAE Maritime, intends to award a sole-source contract to Pioneering Evolution LLC for implementation, deployment, enhancements, integrations, and ongoing support of SyncPoint, a commercial web-based program and financial management platform built on the proprietary SyncCore modular architecture. The platform is intended to unify program planning, budgeting, execution oversight, financial traceability, obligation tracking, G-Invoicing validation, and audit-ready financial reporting across the Planning, Programming, Budgeting, and Execution lifecycle. This is a notice of intent rather than a request for competitive proposals; other responsible sources may submit capability statements demonstrating access to equivalent architecture or source code and the ability to meet the full requirement without unacceptable delay or cost.
