Description
The U.S. Air Force is soliciting a contractor to eradicate invasive Phragmites australis through an integrated pest management approach focused exclusively on herbicide application. The contractor must provide personnel, equipment, materials, supervision, site validation, and targeted treatment of designated shoreline, waterways, drainage areas, and other mapped areas. Herbicides must be EPA-approved, with aquatic-approved formulations required for applications in or near water, and applications must be performed by a DoD- or state-certified pesticide applicator. The work includes an initial application followed by three years of follow-up inspections and applications, generally conducted between August and the first frost. The contractor must minimize impacts to native vegetation, comply with applicable environmental and installation safety requirements, use required personal protective equipment, and provide an AFCEC IPM Tracker Report containing detailed application, product, applicator, location, and acreage information. Quotes must include completed pricing and a plan describing performance of the statement-of-work requirements, including necessary parts and equipment; the technical plan is limited to 10 pages.
