Description
The City of Redding Public Works Department—Wastewater Utility is soliciting consultant services to upgrade the existing SCADA system and replace GE PLC racks with Allen-Bradley PLCs at the Clear Creek Wastewater Treatment Plant. The scope includes SCADA database and screen redevelopment, PLC programming, alarm notification, historian configuration using MySQL, automated reporting, remote access, integration, functional testing, startup training, as-built documentation, and a 12-month warranty. The City will purchase the hardware and software, provide servers, and install the PLCs and OnLogic Edge devices; the consultant will provide recommendations, software and integration services, installation of specified network and communications equipment, testing, documentation, and related support. The proposal must address project understanding, scope and approach, responsible personnel and subcontractors, project management, comparable experience from the past five years with references, and a separately sealed consultant fee proposal. The proposal is limited to 40 pages, excluding specified preliminary and organizational pages. The contract is anticipated to run no longer than 12 months, with optional technical support for 12 months or up to 100 hours after project completion.
