Description
The City of Ukiah, in coordination with the Ukiah Valley Fire Authority, is soliciting proposals for comprehensive ambulance and first responder fee billing services. The selected vendor will process and submit EMS transport claims to Medicare, Medi-Cal, private insurers, and patients; bill ambulance and first responder fees; manage accounts receivable, denials, unpaid claims, refunds, credit balances, patient statements, and customer support; monitor payer regulations; and provide monthly financial, aging, payer, revenue, and performance reporting. The scope also includes secure integration with the City's electronic health record system, implementation and transition support, HIPAA, PCI, and data-security compliance, SOC 2-related requirements, support for California EMS reimbursement programs including VRRP, IGT, and PP-GEMT, AB 716 compliance expertise, a dedicated multilingual patient-support call center including Spanish, and dispute-resolution and hardship processes. Proposals must address the requested technical, reporting, implementation, customer-service, fee, compliance, California expertise, reimbursement-program, and exceptions sections, with at least three recent similar local-government references. The anticipated term is five years with one additional five-year renewal option.
