Description
Ramsey County is soliciting proposals from qualified firms to provide right-of-way acquisition services for upcoming projects. The scope includes contacting property owners and tenants; preparing field title reports, acquisition files, notices, purchase letters, easement documentation, and just-compensation recommendations; obtaining lender, property-owner, and tenant signatures; delivering executed easements; and administering relocation assistance for affected improvements and occupants. The resulting agreements may be awarded to multiple firms and used for up to five years, with individual services pre-authorized by the County. Contractors must be listed on the Minnesota Department of Transportation's pre-qualified vendors list for Right of Way Assistance, Work Type 8.1 Direct Purchase. Responses must include a workplan, firm qualifications and experience, at least three similar prior-project samples, key-personnel resumes, and hourly rates with annual increases.
