Description
Ramsey County, through its Public Works Department, is soliciting proposals from qualified firms to provide right-of-way appraisal services for temporary and permanent easements associated with upcoming projects. The scope includes before-and-after narrative appraisals, direct valuation appraisals, and review appraisals performed in accordance with the Minnesota Department of Transportation Right of Way Manual, Uniform Standards of Professional Appraisal Practice, and Minnesota Statute 117. The selected firms must use Minnesota State Certified General Real Property Appraisers in good standing, with substantial experience appraising similar complex properties. Appraisers must inspect properties and offer property owners the opportunity to attend site visits. Deliverables include two paper copies and one electronic PDF copy of each appraisal and review appraisal report. Ramsey County anticipates making multiple awards under agreements covering January 2027 through December 2031, with services pre-authorized by the County and no guaranteed volume of work.
